    Does Cemex really need to spend money on another supplier to check licences? Any driver can go onto DVLA and print a document that proves that they have a current licence and the groups covered. Why not just ask nicely for us each to provide the document (say) every 3 months? Batchers could keep a log and report problems rather than this heavy handed approach. If the printed document is good enough to get me a hire car at Malaga airport it is surely good enough for Cemex.

    The agency can only check details from the information provided to them by Cemex.

    Call me a cynic, but the agency has no way of checking that the licence it has checked belongs to the actual driver of the vehicle concerned.

    The only way to do that is to actually check photo ID licences, on the ground.

    From my experience, copies of drivers details and licences should be kept at each operating centre. If Cemex wish to involve outside agencies to back this up so well and good.

    Maybe the batchers could check driver cards each month, every driver must carry one at all times and these have photo ID on them.
